Rotating field changeover for three-phase applications
According to DIN EN60204-1 section 7.8 monitoring of direction rotation has to be in use where a wrong rotating field of the supply voltage may lead to a dangerous situation or may cause the damage of the device.

Functional description
Rotary direction lock-outs are used on machines where startup in the wrong direction would present a hazard for the drive mechanism, production materials or operating personnel. Examples of such motorized equipment are production conveyors, mixers for mortar or similar materials and transmission units.
The control PCB is checking the incoming (from mains side) rotational direction and switches the needed output-relay for the respective output-contactor. So there's the correct rotational field on the output.
